Municipality of Shkodra, no investment for interventions in the markets. Food products are sold beyond hygiene conditions in the edge of sidewalks, where ambulant traders have occupied the place paying “fine” to the Municipal Police. AKU: The situation is problematic, only in Shkodra are 420 subjects without relevant permission, while the other 60 have no certainty as they avoid controls

Food products in the markets of the city of Shkodra are sold between mud, dust and other impurities in the edge sidewalks occupied by merchants. Waste collection in the vicinity of trade and germs created by these factors as well as the origin of products called “bio” are some of the reasons to be hazardous to the health of the citizens of Shkodra. Food products located sidewalks continue to be a permanent choice of purchases of citizens in Shkodra. All this situation is created as a result of the absence of a genuine market for food products that sell the purchased fruit and vegetables etc.
The market created by the Municipality of Shkodra in Zdrale many years ago has collapsed while traders are unable to exercise their activity there. Zdrales market was realized with a fund of 2 million lek (new) allocated by Oxfam and the Municipality of Shkodra in December 2007. It was adjacent nearby the stadium of Shkodra “Loro Boriçi”. Snow falling in 2009 left the city without fruit and vegetable market retail. Snow collapsed traders stalls and covered completely destroying the market. Already the market inaugurated with so much noise does not exist anymore. Regarding the possible intervention to rebuild the fruit and vegetable market in Zdrale, Municipality of Shkodra sources have claimed that such a thing can not be realized because as a result of the reconstruction of the stadium “Loro Boriçi” and the market will not have more the place where it is.
In the neighborhood “Rus” the situation is different. Even why traders are forced to pay taxes opposite the Municipality of Shkodra, the latter did not create either a contemporary condition of trading. Besides collecting taxes, investments of Municipality in the market are inexistent. Most of these traders are forced to pay every day a lot of 200-500 leks (new) to the local police to allow them to exercise their activity . A.S is a rustic in the from Kuci region in the Municipality of Guri I Zi, who makes several kilometers every day to reach the market of Zdrales. He says that when arrives the Municipal Police you should have ready to give 500 lek to continue trading. Another trader stresses that this situation is daily, which although cost is worth as noone of the other institutions do not tease. “We give the money Municipal Police, and then no one can tease ,” said Fatmira Postriba villager who sells in the sidewalk “Rus”. But local police officials deny categorically that their employees receive bribes from traders. Media Office of the Municipality of Shkodra denies that over the years has had denunciations or complaints to local police officers.
The situation of trading fruits and vegetables or other food products such as milk and its derivatives should be kept under control to avoid the spread of infectious diseases. Chief of Epidemiology, Artan Mesi says that it is followed the risk of infectious disease in ambulatory markets. “We exert our influence on the measure of risk in terms of measure of transmissibility of infectious diseases. The situation should be monitored. this is a cool season which in itself does not favor infectious diseases in food markets of Shkodra, although the situation remains fragile and needs more attention, “says epidemiologist Mesi. On the other hand, the inspector of the National Food Authority, Hilmi Erkoci states that some of the traders are not equipped with permits for the operation, which makes it difficult their control. “Not only that constitute uncertainty in what consumes daily, but some subjects are not even registered. Only in Shkodra are 420 subjects without relevant permission, while 60 others have no certainty as avoiding controls, “says Erkoci. According to him, the criminalization of these entities is impossible because no reliable documentation.
The desire and intention to consume products “organic” often directs customers to these commercial spaces. Environmental conditions to which they are exposed to such products, such as cheese, butter, olive oil, fish, meat etc. left to be desired. These conditions are far hygiene criteria established by regional authorities. The market of Rusi and that of Zdrales remain problematic in terms of food storage conditions, trading standards and quality of these products. Guarantee alleged food promised by the seller is a big question, which consequently reinforced by the environment around them. Faced with this situation Municipality of Shkodra silent, while ambulant traders continue their daily activities.
