Throughout the winter season, residents have raised concerns about the smoke arising from the boilers of the school and getting inside their houses . The director of the gymnasium accepts the claims of the residents , while the Municipality of Tirana promises a solution for the problem in the future by ensuring the quality of Pelet used for heating in schools

The environmental pollution that surrounds the residential areas located near schools has forced the residents to avoid their going outs and live “isolated”. Such a concern has been worrying for a long time to the residents living near the high school “Petro Nini LUARASI” , meanwhile the situation during the winter season keeps being extremely problematic. The pollution emitted by the boilers affects more than three blocks of buildings located near the school. The residents, as their complaints were not taken into consideration by the staff of gymnasium, addressed a letter of complaint to the Municipality of Tirana. In the written complaint some neighborhood representatives told that pollution affects a considerable space around the school, including the floors from the lowest to the highest level because the chimney is located between buildings at a really low level. “The problem is so enormous that we can not open any window or let our children go outside because of the smoke and polluted air,” says a resident in the letter.
The concern about the pollution caused by the boilers of the school is supported by the directress of high school “Petro Nini LUARASI” Teuta Braҫaj, who asserts that the situation is problematic and requires solution. “State Inspectorate for Environmental Protection made a check-up in the gymnasium heating system the day before the appeal of residents near school and had concluded that there should be taken measures to minimize pollution,” said Braҫaj. After the inspection, the high school director sent a request for Enterprise NO. 3 of the Municipality of Tirana, which is obliged to resolve this concern. ” During the inspection was found that the boiler emits gases that cause problems to the residents, thus is needed extended tube to exhaust fumes “, wrote in the letter the Director of the high school “Petro Nini LUARASI”.
School leaders expect the solution to this problem by the Municipality . ” Employees of City Hall came to see the condition of the boiler and still there was no intervention to change the height of the tube ,” says Braҫaj . She pretends that the quality of wood Pellet used may be improved as boilers releases less smoke comparing it to the beginning. But in fact the amount of smoke is reduced because of the low gradation. This information is provided by the employee of the Municipality , who deals with the supply of boiler since 7:15 in the morning until the end of the lessons every day. ” A bag of 15 kg of Pellet costs 4-5 dollars and it can be consumed in about half an hour. Such amount in the premises of houses can last for up to two days, “says the employee of the boiler .
www.investigation.al contacted the director of the Enterprise No.3 in Tirana, Alfons Muҫa, for an explanation of why it is not taken any measure to solve the problem of environmental pollution. According to him, it was not the right moment due to the cold weather to intervene in the heating system of the school. “We cannot do “experiments” during the cold season when the boiler is turned on all the time, because we do not want the risk of leaving children without heat,” says Muҫa. He adds that they made it possible to clean the boiler tubes of previous remains. “There are two boilers, one using diesel and one using pellet. Fume and dust were caused by petroleum remains, as previously we have used oil which cost 10 times more, compared to pellet, “explains Muҫa while ensuring that the quality of Pelet used for heating in schools is guaranteed. ” Non-quality pellet does not light up at all and the pellet we use, is produced in a factory in Maminas. That factory supplies even Italy,” says director of the Enterprise No.3.
Residents living near the school “Petro Nini LUARASI ” say they are concerned about pollution although since the weather has become warmer the pollution is reduced. ” In the winter peak we could open our windows only after 13:00 o clock . When we went to check on the boiler we could evidence that it wasn’t functioning, it was only emitting smoke . They won’t lift the tube of the boiler up , “says one of the residents of the neighborhood Arjana Fejzullau. The smoke has been disturbing not only for the residents living near the high school but also for all of those who sit for a coffee in the open air to smoke a cigarette . “Since last December it has been miserable. Smoke made people leave the bar”, confesses Endri , a waiter . ” I could not work outside the club because the smoke would asphyxiate me ,” explains Valbona Lumani , employee at the cafeteria.
Fumes of burning fuels cause severe damage to the environment and in people’s lives . Regarding the case of the school ” Petro Nini LUARASI ” , Public Health Institute ( PHI ) didn’t make any measurements of pollution levels and has surpassed the obligation to State Health Inspectorate . On the other hand , the representative of the latter , the Chief George Koja says PHI and the National Environment Agency deal with such cases periodically to evaluate the problems they cause . Lida Mataj , chief of the Sector of Pollution in PHI claims that there is no information about the pollution caused near the school ” Petro Nini LUARASI ” . ” We do not have specific laws about the gasses and fumes. But normally they are harmful since they stimulate pulmonary malfunction to humans body “said Mataj.
Representatives of the responsible institutions were generally aware of the pollution caused during the winter season in the space that surrounds the high school . Despite the complaints of residents to high school executives and to the Municipality of Tirana , it was impossible to replace the boiler tube a little bit higher to somehow reduce pollution . It remains one of the objectives of the Enterprise no. 3 , that at the beginning of the next winter season there will be no more pollution into the environment and the health of the residents will be ensured . This is a problem faced in all areas near schools in the capital which use the same heating system during winter .
