Bad management of the funds of the social aid and abuses by increasing the number of the families included in the lists, have left without “bread” tens of families in Cepo Commune in Gjirokastra district. The return of emigrants and their inclusion in the social aid lists and the abusive increase of the lists have left without any aid hundreds of inhabitants of this commune for two months, the later having the only way of living the money they get from the social aid. Actually, the Cepo commune counts 56 families which are treated with the economic aid, number which has been increased in the last two months. The chaos of abuse with the exaggeration of the “lists” has brought the lack of this aid. Cepo commune is situated only 5 km away from Gjirokastra town; it counts 4600 inhabitants, the majority of whom are dealing with animal husbandry, whereas the rest ensure their incomes from emigration. Due to the poverty, the increase of the requests for being included in the social aid lists is evident.

According to the head of this commune, Dragush Logli, the fund allocated from the Ministry of Labour and Social Affairs is limited and this is also resulting from the increase of the lists with new families. “The families that are treated with the social aid have not received the money for September, even though we have sent our requests for this fund, which lately is coming once in three months – says the mayor of Cepo commune. According to him, such a situation has resulted due to the increase of the new families in the social aid lists. “Consequently, the number of families has been increased and very often the abuse of exaggerating the lists is done with full conscience, as the requests have been many. Their number is higher now in winter, as in spring or summer we remove from the list the families that deal with the collection of medical herbs, from which they generate enough incomes”- says Logli. He explains that during October, 9 families have been added in the social aid list, something that affects the amount of money which has been reduced from the other families that were at the lists since before. “There are the councillors who approve these lists even though it is out of our possibilities. The requests to enter these lists are in hundreds, but we have refused or added them based on the possibilities we have had”, – says Dragush Logli.
The inhabitants that have been affected by the lack of the social aid for at least two months

admit that this has happened due to bad management of the funds from the local authorities. Even though the amount they benefit is too low, they say that they can even not get these “farthings” due to lack of money. Alban Vocka, father of triplet, who is getting the social aid says that it was the commune and the councillors that brought such a chaos. “I am in very difficult economic situation. We are six in the family, and being unemployed we really rely on that amount of money even though it is worth only on patching a “debt”, – says the father of three children. According to him, the payment of the social aid is not done since two months as there are added new families in the lists. “My children are triplet and too small. I have gain the right to benefit the social aid when they were three years old, after wandering around and looking the other families in better conditions than me receiving the economic aid” – says Alban Vocka.
The old man, Nuri Lita, inhabitant in Virua village says that since many years he is looking to enter the social aid lists, but in none of the cases he has been accepted due to bureaucracy. On the other side, the difficult economic situation and his life with a daughter with disabilities have not been enough to make “the councillors” sensitive in front of such a reality. “The situation is difficult and especially now the commune is in higher economic difficulties. By knowing this and also the bureaucracies that are there, I do not go any more to request the social aid. The abuse with the people’s money is visible and they have turned this economic aid in a trophy for their people”, – says the elder Nuri Lita.
Majlinda Veizi is inhabitant in Cepune village, and she has not received the social aid since two months. After the lost of her husband she has to raise and educate her two sons. Being unemployed and having the status of orphans, Majlinda Veizi benefits a social aid of 2 thousand leke per each of her children from the commune. “The economic aid is changing any time and it seems that even this money is not safe anymore. I could afford the economical difficulties with that small money. Being under such conditions I am obliged to go and work in Lazarat and not waiting from the commune, the later cannot guarantee you anything. The fund of social aid for September, approved by the communal council reaches the amount of 136,770 leke, whereas the number of the families has been increased with 9. Because of the later, it is still unknown if these families will get the social aid in the months to come.
